The Community Accountability Plan (CAP) Framework implements and celebrates a grassroots, regenerative revitalization and accountability system designed to build, maintain, and protect pillars of resilience in all neighborhoods.

Neighborhoods are the headwaters – the source – lending the creativity, energy, ideas, and collective power that ultimately feed the rivers that are our communities and cities.

With CAP, businesses, nonprofits, community volunteers and government agencies operate in collaborative response to the plans of neighborhood leaders, working to help manifest their vision and build momentum, rather than prescribing solutions or programs.

The three key elements of The CAP Framework are the Arts, the Environment, and Social Enterprise – all working synergistically together, interdependent and interconnected. Woven throughout each of these three elements are the following:

  • Identification, creation, maintenance, and monetization of community spaces (either historic, green, and other)

  • Celebratory and educational opportunities (for individuals & groups, youth & adults)

  • Alignment with existing policies (local, state, national, & international)
